You've stumped me completely here. I even went back and watched the sequence last night and I haven't a clue as to what you mean. I presume the two men you mean are the ones seen in the background when Clouseau shows his badge to Chuck the maitre'd right after Bruno the bouncer walks by and her parrot says, "Hello Sailor" to Clouseau.
