close, colonel... To Catch a Thief was the Hitchcock film, but the Panther film i was looking for was TPP63... according to Blake Edwards in the director's commentary, the homage was the car chase, with the old man trying to cross the street... however, i think Edwards was a little confused... i think the homage (if he really intended one) should have been the fact that the burglary took place at a costume party, because that happened in both films, but the man crossing the street wasn't in TCaT, to my memory!
i can see why you would have guessed RetOTPP, though... the basic plot does seem to borrow heavily, doesn't it?!

erm... how about the incident with the giant globe in Clouseau's office being an homage to the globe scenes in two previous films, and... hmmm... smashing the 'priceless' table in Laroque's suite being an homage to smashing the 'priceless' piano in TPPSA??
