Very tough question as I liked both, but since we really didn't get to see too much of Cleese as Dreyfus, I'll say Kline.

i voted for Cleese... the new Dreyfus is a lot more "stiff" than the way Lom played him, but IMO, Cleese is much better at playing "stiff" than Kline was... the way Kline talked in some scenes - the way he broke up his phrases - just grated on my nerves... maybe it's just that i'm used to seeing Cleese play "stiff" characters in other films, or maybe it's just his aura or something, but he just seems a lot more comfortable with the character than Kline ever was...

Hard for me to be reasonable, but I have to go with what Clouseau said.. I wasn't as annoyed as to how the character of Dreyfus portrayed in this second film, so I guess this means Cleese did better.
