I like Eric Pohlmann, but think Arkin was underrated as Clouseau, so I'll cast what is likely a minority vote for Arkin (something the man himself wouldn't do). Round 23 is tough because I love them both, but I have to give the nod to Cato.

I'll say Arkin for the first and Kwouk for the second. Thats 3:2 for Arkin and 5:0 for Kwouk.
